Federal Bureau of Investigation locates 2nd man wanted for questioning in NYC attack

"We have found him and we will leave it at that", said Bill Sweeney, the assistant director of the Federal Bureau of Investigation.

The FBI says it has found Uzbekistan-born Mukhammadzoir Kadirov. It reads: "It is so sad and unbelievable".

Saipov reportedly left a note in the vehicle saying the attack was conducted in the name of the terrorist group ISIS and shouted "Allahu akbar", or "God is great" in Arabic.

United States law enforcement officials, who spoke on condition of anonymity, separately on Wednesday said Saipov had been in contact with Kadirov and one other person.

"He started studying religion in the United States", said Mr Muminov, adding that Saipov "couldn't get enough" of the religious freedoms enjoyed in the USA after living in the strict confines of Uzbekistan. We as Muslims completely reject this kind of actions.

Kadirov also quoted a passage from the Quran in his statement.

The FBI wanted poster seeking a second man for questioning. Kadirov lived there for about two years before moving.

The Daily Mail quotes neighbors who said Kadirov "wore white robes every day and clashed with them over noise disturbances".

Kadirov seemed to dote on his boys, she said, while the wife didn't seem to speak much English.

"They were Muslims. He wore traditional clothes and he always dressed in white".
